The Best Cities in Europe by Quality of Life: Ranking

The analytical platform Numbeo has presented a fresh list of cities around the world by quality of life. As of July 2025, this ranking includes 279 positions, according to 'Glavkom'.



When compiling the ranking, criteria such as safety, healthcare, and environmental cleanliness were taken into account. Living expenses, purchasing power, and the ratio of housing costs to income were also analyzed. The leaders of the ranking are cities in the Netherlands - The Hague, Groningen, and Eindhoven.

  • Utrecht (Netherlands);

  • Basel (Switzerland);

  • Stavanger (Norway);

  • Valencia (Spain);

  • Luxembourg (Luxembourg);

  • Rotterdam (Netherlands).



Kiev found itself in 116th place on this list. For comparison, Vilnius took 81st place, Riga - 138, Warsaw - 158, Moscow - 211, Astana - 214, Chisinau - 223, Yerevan - 237, Minsk - 191.



The company Numbeo, founded in 2009, collects data on prices, housing, healthcare, and other indicators of quality of life. After the financial crisis of 2007-2009, there was a need for accessible and detailed information on the cost of living in different cities around the world. Numbeo provides updated analytics based on data and user reviews, which is used to compare living costs and make decisions about relocation or assess market conditions.



In Poland, cities that care most about the health and well-being of their residents have already been identified. Earlier, the company Henley & Partners together with New World Wealth published a ranking of the richest cities in the world, where New York holds the top spot.


Numbeo has prepared an updated ranking of quality of life in cities worldwide as of July 2025. Such assessments help people compare different places for potential relocation or for analyzing living conditions in various countries.
