Massive Attack on Odesa: City Left Without Electricity, Water, and Heating

On the night of Saturday, December 14, Odesa was subjected to a massive attack. Unknown individuals shelled energy facilities, trying to plunge the city into darkness and cold. According to the head of the Odesa City Military Administration, Serhiy Lysak, as a result, four local residents were injured. Among the attacked facilities are residential buildings, one of which is located in the historical center of the city. Most areas of Odesa were left without electricity, heating, and water.


After the attack, a briefing was held regarding emergency response. The main goal is to restore electricity supply to further provide heating for residents. DTEK Odesa Electric Networks has developed technical solutions for restoring electricity supply for 40 thousand subscribers. Alternative water sources and distribution points for the city residents have also been organized.


The city has opened 428 Points of Resilience to provide heat and charge electronic devices. Utility services are operating in an intensified mode to regulate the situation. This attack has become one of the most serious during the war, as Russian forces launched over 300 missiles and drones at the city, targeting the electrical networks and civilian facilities. This caused serious problems with electricity supply, water supply, and heating in many areas of Odesa.
