The Speaker of the Verkhovna Rada, Ruslan Stefanchuk, topped the ranking of members of parliament with the highest average salary for 2025. He received UAH 94.4 thousand per month, while the average among parliamentarians was UAH 60.9 thousand. In 2026, payments for parliamentary powers separately increased to almost UAH 200 thousand per month. This is reported by the ChESNO Movement.
Who among the members of parliament received the highest salary
ChESNO analyzed 385 declarations from members of parliament for 2025. The infographic published by the organization presents nine parliamentarians with the highest average monthly salaries:
- Ruslan Stefanchuk — UAH 94,426. The Speaker of the Verkhovna Rada has become the undisputed leader of the ranking.
- Oleksandr Merezhko — UAH 84,434. The representative of the Servant of the People heads the Committee on Foreign Policy and Inter-Parliamentary Cooperation.
- Valeriy Zub — UAH 82,195. Heads the subcommittee on combating oncological diseases of the Committee on Health of the Nation.
- Hryhoriy Mamka — UAH 82,195. The Deputy Chair of the Law Enforcement Committee holds a degree of Doctor of Law and has the title of Honored Lawyer of Ukraine.
- Mykhailo Tsymbaliuk — UAH 82,195. The First Deputy Chair of the Verkhovna Rada's Committee on Social Policy.
- Halyna Mykhailyuk — UAH 82,172. The President's representative in the Verkhovna Rada and Deputy Chair of the Law Enforcement Committee.
- Volodymyr Areshonkov — UAH 79,377. A member of the Verkhovna Rada Committee on Law Enforcement Activities.
- Pavlo Pavlish — UAH 78,565. The Deputy Chair of the Committee on Legal Policy.
- Danylo Hetmantsev — UAH 77,131. Heads the Parliamentary Committee on Finance, Taxation and Customs Policy.
Half of the deputies earned between UAH 60,000 and UAH 70,000 per month. More than this level were 46 parliamentarians, or 12%. At the same time, seven deputies did not receive any salary at all due to absenteeism for the entire year of 2025.
Why the salary of a deputy is significantly higher than the official salary
In 2026, the basic official salary of a deputy ranges from UAH 33,280 to UAH 39,936 depending on the position. However, the actual salary increases due to allowances. For the intensity of work, a deputy can receive up to 100% of the salary.
There are also additional payments for scientific degrees: 15% for candidates of sciences or doctors of philosophy and 25% for doctors of sciences. The honorary title “Honored” adds 20%, and “People’s” — 40%. For work with state secrets, an extra 10-20% may be added.
At the same time, the salary is only part of the budgetary expenses for a parliamentarian. In 2026, a deputy can receive UAH 199,680 for fulfilling their powers, up to UAH 20,150 for housing, and UAH 7,500 for travel. Almost UAH 146,000 is provided for the salaries of assistants. Total expenses can approach UAH 435,000 per deputy per month.
Separate payments were made for unused vacation. Previously, Inkorr reported on compensations to deputies for vacations, which in some cases exceeded UAH 500,000.
