The Issue of Unjustified Utility Charges

Many Ukrainians, particularly those displaced by war or living in frontline areas, are facing a severe problem: receiving massive utility bills for services they never used. Oleg Popenko, head of the Union of Consumers of Utility Services, has highlighted the scale of this issue and outlined a clear process for contesting these astronomical charges.

The problem stems from monopolistic suppliers like regional gas and power companies, which issue automated bills when meter readings are not submitted. This can result in demands for huge sums. For instance, residents of the Vovchansk district in Kharkiv region received bills for 2023 amounting to 8,000-9,000 hryvnias per month. According to Popenko, these are not isolated incidents but a systemic failure, as many people no longer actually live in these areas due to the ongoing conflict. This situation adds a significant financial burden to the immense personal hardships caused by the war.

Steps to Contest Unfair Bills

Consumers can challenge these improper charges by following several key steps:

  • If access to the property is possible, document the current meter reading—even if it is unchanged—as this will serve as crucial evidence.
  • Immediately file a formal request with the service provider, such as the regional power or gas company, demanding a recalculation.
  • Attach supporting documents to the request, including recent photos of the meter or official proof of internally displaced person (IDP) status or non-residence.

While it is advisable not to pay questionable charges until the matter is resolved, the complaint must be filed before the provider can legally suspend service. If the provider denies the claim, the next step is to escalate the issue to the State Service of Ukraine on Food Safety and Consumer Protection or to the National Commission for State Regulation of Energy and Public Utilities (NEURC).

Oleg Popenko stresses the importance of acting swiftly against unjustified charges and urges consumers to take an active stance, as they have a right to a fair resolution of their utility payments.

The widespread problem of incorrect utility billing underscores the severe challenges Ukrainians face, especially against the backdrop of war and forced displacement. Beyond the physical loss of their homes, many people are confronted with financial strain due to flaws in the billing system. It is vital for consumers to know their rights and be able to defend their interests effectively, as this can significantly impact their financial stability during the ongoing crisis.
