A draft law has been registered in the Verkhovna Rada proposing to almost tenfold increase the minimum pension for individuals who have lost their ability to work. The document has already sparked discussions due to the scale of changes and funding sources. This is reported by Judicial and Legal Newspaper.
The bill No. 14330 is titled 'On amendments to the Law of Ukraine 'On the State Budget of Ukraine for 2026' regarding establishing a fair minimum pension amount.' It has been published on the website of the Verkhovna Rada of Ukraine.
Minimum pension of 25 thousand: what changes are proposed
The document provides for significant adjustments to budget indicators. In particular, the authors of the draft law propose:

raising the minimum pension for the non-working population from 2,595 UAH to 25,000 UAH;

increasing the amount of transfers to the state budget from the National Bank of Ukraine from 146 billion UAH to at least 176 billion UAH;

making corresponding changes to the main budget annexes.
The explanatory note states that the current minimum pension amount does not correspond to real living expenses and does not meet even the basic needs of retirees.
By what means do they plan to fund it
According to the document, the proposed increase in payments should be financed without additional burdens on the budget items. The main sources will be:

increased profit transfers from the NBU;

reserve funds;

international financial assistance.
At the same time, the minimum subsistence level for other social groups - children and the working population - is not planned to be changed. The draft law emphasizes support specifically for individuals who have lost their ability to work, without revising other social standards.
Currently, the document has the status of legislative initiative and requires consideration in committees and voting in the session hall.
It should be noted that in 2026, Ukrainians who plan to retire at 60 may face stricter conditions. The retirement age will not change, but the requirements for the insurance experience will increase, without which it will be impossible to apply for payments.
