Deadline Looms as Only Half of Lobbyists File Required Reports

First Lobbying Disclosure Campaign Nears Its End

The National Agency on Corruption Prevention (NAZK) has issued a reminder that the deadline for the first mandatory lobbying disclosure campaign is fast approaching. As of December 31, 2025, the Lobbyists' Register contains 132 entities, comprising 69 legal entities and 63 individuals. The final deadline for submitting activity reports for the second half of 2025 is January 31, 2026, at 23:59. This initiative is a key part of Ukraine's ongoing anti-corruption reforms aimed at increasing governmental transparency.

Current Reporting Statistics

To date, registered lobbyists have submitted only 69 reports for the second half of 2025. This figure represents just 52.27 percent of the total reports required for this disclosure period. It is mandatory to file a report even if no lobbying activities were conducted during the reporting period.

The reports submitted so far detail the following:

  • 116 specific lobbying subjects
  • 158 entities targeted by lobbying efforts
  • 201 meetings and communications with public officials
  • five contracts for professional lobbying services
  • 74 clients or beneficiaries of lobbying activities

The most frequent subjects of lobbying efforts concern:

  • Financial, banking, tax, and customs policy
  • Economic development
  • Regulatory policy
  • Law enforcement activities

The conclusion of this first reporting campaign marks a significant step toward greater transparency and accountability in Ukraine's policy-making process. The establishment of a public register and mandatory disclosure requirements are designed to monitor and mitigate undue business influence on state policy. However, the current low compliance rate highlights an urgent need to intensify efforts to enforce the law and raise awareness among lobbyists about their reporting obligations.
