False Information Found in Officials' Declarations

Since the beginning of 2026, Ukraine’s National Agency on Corruption Prevention (NACP) has identified false data in officials’ asset declarations totaling more than 1 billion hryvnias. As part of its mandate, the agency has issued charges, imposed administrative penalties, and submitted 12 substantiated reports to law enforcement regarding inaccurate declarations filed by local council deputies for 2024 and 2025.

Among the investigations completed, a pre-trial inquiry into a deputy from the Kurnenska Village Council in Zhytomyr region has concluded, and the indictment has been sent to court. This official’s declarations for 2023 and 2024 contained false information exceeding 3.6 million hryvnias. Similarly, a deputy from the Lynovytsia Settlement Council in Chernihiv region was found guilty of an administrative offense related to false data in their 2025 declaration amounting to over 2.15 million hryvnias and was penalized accordingly.

Widespread Issues in Declaration Accuracy

In October 2026, the NACP forwarded 12 well-founded conclusions to law enforcement agencies concerning suspected false declarations. Several local council deputies were found to have significant discrepancies in their declarations, including:

  • A deputy from Kompaniivka Settlement Council, Kirovohrad region, with false declarations exceeding 7.7 million hryvnias for 2024 and 2025.
  • A deputy of Berezivka District Council, Odesa region, with overstated assets of over 6.7 million hryvnias in 2024 and more than 9.7 million hryvnias in 2025.
  • A deputy from Busk City Council, Lviv region, whose declarations for 2024 and 2025 contained inaccuracies totaling over 6.1 million hryvnias.

False declaration issues also involve deputies from Andrushivka City Council (Zhytomyr region), Zvenyhorodka District Council (Cherkasy region), and Murovanska Village Council (Lviv region), with amounts of false data surpassing 16.3 million hryvnias for 2024 and 18.3 million hryvnias for 2025, 6.6 million and 5.9 million hryvnias respectively, and over 7.6 million hryvnias across 2024 and 2025 declarations. These cases indicate potential criminal offenses under Article 366-2 of the Criminal Code of Ukraine.

The discovery of false information in official declarations highlights systemic flaws in Ukraine’s asset declaration system, potentially undermining public trust in government institutions.

The NACP remains committed to identifying and sanctioning corruption-related violations, emphasizing the critical role of transparency and accountability in governance. These efforts aim to reduce corruption and enhance Ukraine’s reputation domestically and internationally.

The ongoing scrutiny of asset declarations by the NACP highlights a broader issue of integrity among public officials.
