New Anti-Corruption Platform Launches for Ukraine’s Security and Defense Sector

The BI Defence Community Platform Takes Shape

Ukraine’s National Agency on Corruption Prevention (NACP) has introduced a new initiative called the BI Defence Community platform, designed to unify security and defense bodies around a common framework for fighting corruption. As part of this effort, the NACP partnered with the NATO Representation to Ukraine and the Geneva Centre for Security Sector Governance (DCAF) to deliver a three-day train-the-trainer program titled 'Integrity Lab: Sharing Experiences and Best Practices.' The training was specifically aimed at personnel from authorized anti-corruption units within the State Border Guard Service of Ukraine.

Participants in the knowledge-sharing sessions also included representatives from:

  • Ministry of Defence of Ukraine
  • Ministry of Internal Affairs of Ukraine
  • National Police of Ukraine
  • National Guard of Ukraine
  • Security Service of Ukraine
  • State Emergency Service of Ukraine (SES)
  • Center for International Security and Defence (CIDS)

The event was organized in line with tasks set by NATO’s Initial Requirement for Interoperability 0204, which focuses on building integrity across defense institutions.

“Establishing uniform approaches to preventing corruption across the entire security and defense sector is a top priority for the NACP. This allows us to scale best practices and support the proper implementation of international integrity-building standards.”

Marta Ivashkiv, Head of the NACP’s Integrity Policy Formation Department for Security and Defense, added that 'international standards for integrity development serve as guiding vectors for refining anti-corruption approaches and integrating them into the work of authorized prevention and detection units in the security and defense sector. Therefore, the BI Defence Community platform is a crucial initiative for strengthening the anti-corruption architecture of the security and defense sector.'

Training Focus Areas

Key topics covered during the training included human resource management, military ethics, resolving ethical dilemmas, minimizing corruption risks, and sharing successful case studies from anti-corruption units. The BI Defence Community platform is expected to become an essential tool for enhancing collaboration among various security and defense agencies across Ukraine.

The creation of the BI Defence Community platform and the delivery of this training highlight the Ukrainian government’s ongoing efforts to combat corruption in the security and defense sector. The involvement of international partners like NATO underscores the critical role of global cooperation in this area. By adopting shared standards and exchanging expertise, Ukraine aims to boost the effectiveness of its anti-corruption measures—a vital step toward Euro-Atlantic integration and long-term national stability.

The establishment of the BI Defence Community platform underscores a broader commitment to transparency and integrity within Ukraine's security sector. This initiative aligns with recent efforts, such as the memorandum signed between the Defense Ministry and the Anti-Corruption Agency, aimed at enhancing transparency in defense procurement processes. Such collaborative measures are essential for fostering accountability and trust in government institutions.
