At the beginning of 2026, restrictions on leaving the country for certain categories of women continue to be in effect in Ukraine. They depend on professional status, military registration, and involvement in state or defense sectors. These restrictions are part of the state's mobilization policy under martial law and are aimed at preserving critically important personnel. This is noted by Visit Ukraine.
These rules do not apply to all women, but only to certain groups defined by law. At the same time, there is no general prohibition on leaving for women in Ukraine, and mobilization remains voluntary, except for certain professional categories.
Restrictions on women leaving Ukraine in 2026: who is affected by the ban
The strictest restrictions are imposed on women serving in the military. Contract servicemen are equated in rights and obligations with male conscripts, and therefore cannot freely cross the border during martial law. Departure is only possible in two cases: for a official business trip or vacation with the permission of the command and a complete set of documents.
Border guards check the status of such individuals through the register 'Oberih'. If the military status is established, and the necessary documents are absent or improperly arranged, the exit will be denied.
Military registration and mobilization of women
A separate category consists of women with medical and pharmaceutical education. From July 30, 2025, they are automatically registered for military service based on information from educational institutions. After completing their studies, these women are required to report to the TCK and SP within 60 days for a medical examination to determine their fitness for service.
At the same time, compulsory mobilization for this category is not provided. Even after being registered, service in the Armed Forces of Ukraine is possible exclusively on a voluntary basis.
Also, at the end of 2024, the Verkhovna Rada passed the draft law No. 12076 in the first reading, which provides for basic military training for women who voluntarily wish to serve. The document does not establish mandatory conscription.
