Meeting Between Ukraine's Foreign Minister Andriy Sybiha and Dutch Ambassador
Ukraine’s Foreign Minister Andriy Sybiha recently welcomed the newly appointed Ambassador of the Kingdom of the Netherlands to Ukraine, Ruolof van Eijs. Their discussions focused on the Netherlands’ ongoing commitment to assist Ukraine amid the conflict, covering key areas such as:
- military and financial aid;
- winter preparedness;
- protection of critical energy infrastructure;
- holding Russia accountable under international law;
- and advancing Ukraine’s European Union accession process.
Since 2022, the Netherlands has provided Ukraine with a total of €18.3 billion in military, financial, and humanitarian support, including €14.8 billion dedicated to military aid. This assistance has included the delivery of heavy armored vehicles, air defense systems, and F-16 fighter jets. At the latest Ukraine Defense Contact Group meeting, a decision was made to allocate €250 million towards drone technology under the Drone Line project and to supply missiles to bolster Ukraine’s air defenses. Additionally, the Netherlands has contributed to the PURL program and invested €100 million in Ukraine’s Energy Support Fund. In the summer of 2023, the Dutch government allocated another €178 million to strengthen the energy sector and ensure winter readiness.
Strengthening Dutch-Ukrainian Collaboration
Moreover, the Netherlands has expressed its willingness to host a Special Tribunal focused on prosecuting the crime of aggression against Ukraine. Both countries are actively cooperating to establish this tribunal alongside an International Compensation Commission for Ukraine. Discussions are underway concerning the tribunal’s budget and operational planning. The meeting also covered next steps in Ukraine’s EU membership negotiations, including the opening of new negotiation clusters.

Sybiha also expressed hope for Dutch leadership in finalizing the tribunal’s budget: 'We count on the Netherlands to champion the swift completion of budget preparations. Partner countries require realistic and well-justified financial plans to encourage broad participation in the Special Tribunal.'
