Germany Faces Growing Threats from Russia
Germany is at risk of becoming entangled in an armed confrontation with Russia as Moscow intensifies its covert operations. Martin Heger, head of Germany’s Federal Intelligence Service (BND), revealed that Russian intelligence agencies have stepped up their activities both inside and against Germany. A notable incident occurred in August 2023, when a drone attack targeted Leipzig airport—an operation Berlin has attributed directly to Russia. Heger warned that Germany must prepare for further interference attempts, including threats involving nuclear weapons.
Hybrid Warfare and Germany’s Response
German authorities have repeatedly accused Russia of launching hybrid attacks, employing drones and cyber operations as part of their tactics. According to Heger,
“Russia is testing us and closely monitoring how we respond. From the Kremlin’s perspective, any sign of hesitation encourages it to increase pressure on Germany.”While a large-scale Russian assault on NATO territory is not anticipated at this time, Moscow may resort to low-intensity military actions, especially in the Baltic states.
Throughout 2023, Germany has remained Ukraine’s largest donor, even as Russia aims to "bring Ukraine to its knees" this winter. Heger cautioned,
“We must prepare for Russian attacks of a scale and brutality we have yet to witness.”In response to these threats, German intelligence agencies may be granted expanded authority to conduct proactive operations, pending parliamentary approval of related legislation.
Russian Foreign Minister Sergey Lavrov declared the "beginning of a real war" between Moscow and Berlin, predicting any conflict between Russia and Europe would be "very brief." However, Lavrov denied any Russian plans to attack European countries. Notably, 2023 also saw the first bilateral meeting between the German and Russian foreign ministers since the full-scale war in Ukraine began, initiated by Germany.
