German Ambassador's Address at the Kyiv Security Forum

At the Kyiv Security Forum, Germany's Ambassador to Ukraine, Heiko Thoms, delivered a speech analyzing Europe's historical decisions, the evolving perception of the Russian threat, support for Ukraine, and its prospects for joining the European Union. During a session titled '12 Years of War. What Next?', he underscored the critical need for decisive action in response to Russia's aggression. This forum is a key annual event where international policymakers discuss security challenges facing Ukraine and the wider region.

Reflecting on past events, Thoms identified moments where Europe could have acted with far greater resolve, both twelve years ago and in more recent times.

“We cannot allow Putin to wage this war on his terms,”
he stressed. He also emphasized the necessity of supporting Ukraine, stating,
“As the German ambassador, I fully endorse increasing aid to Ukraine. This aligns with our own interests as well.”

Challenges on the Road to EU Membership

The ambassador further discussed the challenges Ukraine faces on its path to EU accession. He noted that true friendship between nations requires honesty, and that even matters like agricultural standards or pesticide regulations may demand significant adjustments within certain economic sectors.

“This takes time, and we are prepared to support Ukraine throughout this process,”
Thoms added.

He also referenced a statement by German Chancellor Friedrich Merz, who remarked,

“We are not in a state of war, but what we are living through cannot be called peace either.”
Ambassador Thoms mentioned a proposed target date for Ukraine's full accession to the EU—January 1, 2027—highlighting both the lengthy and complex nature of the integration process. This timeline signals a realistic, though ambitious, framework for the reforms required.

In summary, Heiko Thoms's address at the Kyiv Security Forum marked a significant contribution to discussions on both Europe's historical miscalculations and Ukraine's future within the context of its European aspirations. His remarks underscore the vital importance of European support for Ukraine amid Russia's ongoing aggression. As a leading EU nation, Germany demonstrates a readiness to actively engage in Ukraine's Euro-Atlantic integration, despite the considerable challenges involved.
