Germany Considers Extradition in High-Profile Ukrainian Murder Case
German authorities are now reviewing a request to extradite a suspect in the murder of Andriy Portnov, a former deputy head of the Ukrainian Presidential Administration. This development follows an official response from the Cologne Public Prosecutor's Office to a DW inquiry. The prosecutor's office declined to provide any specific details regarding the ongoing investigation.
Details of the Assassination
Andriy Portnov was shot and killed in Madrid on May 21, 2025. On February 25, Spain's National Police announced the arrest of the alleged killer in the German town of Heinsberg. Spanish authorities had asserted that the operation was conducted with support from a special operations unit of Germany's Federal Criminal Police Office (BKA). However, the German prosecutor's office has disputed this claim, stating that
"this arrest was not carried out by BKA staff"— German Prosecutor's Office.
A Spanish court has ordered all materials related to the Portnov murder investigation to be sealed. Portnov is known for having served as First Deputy Head of the Presidential Administration during the rule of Viktor Yanukovych. In July 2022, it was reported that Andriy Portnov had left Ukrainian territory via the Zakarpattia region. An international extradition process is currently underway. This case involves a figure from a politically turbulent period in Ukraine, adding layers of complexity to the judicial proceedings.
The case carries significant international weight, as it is intertwined with political events in Ukraine and the activities of high-ranking officials. The murder of Portnov, who held key government positions, has the potential to generate new political tensions between Ukraine and other countries involved in the investigation. The extradition process and subsequent legal steps could impact international cooperation in the spheres of justice and security.
