Approval of a New Payment Document Format
Ukraine's National Commission for State Regulation of Energy and Utilities (NEURC) has approved a new standardized format for household natural gas distribution bills. This decision was made during the regulator's meeting on April 14, 2026. The commission formally adopted Resolution No. 541, which amends the Code of Gas Distribution Systems to align with Ukraine's Law on the Natural Gas Market and to implement the provisions of European Directive 1788/2024.
This reform introduces a single, mandatory template for gas bills nationwide. The primary goal is to simplify the payment process for consumers. Specifically, the new format will combine charges for consumed gas and its distribution services on a single document. Bills will also be required to feature regularly updated reference information. Furthermore, consumers will gain the right to choose their preferred method of receiving the bill: either in paper or electronic form. This change is part of Ukraine's broader effort to harmonize its utility sector with EU standards.
Implementation Timeline
The new rules will officially take effect on October 1, 2026. Gas distribution system operators (DSOs) are required to bring their payment documents into compliance with the resolution's requirements by this date. Commission representatives emphasized the necessity of this transition, stating:
“We draw the attention of Gas DSOs to the necessity of bringing payment documents for natural gas distribution services, issued to household consumers, into compliance with the requirements of the Resolution by October 1, 2026.”
These changes are expected to improve customer service in the gas supply sector and bring Ukrainian practices in line with European benchmarks.
