Norway’s Military Assistance to Ukraine
Through the Prioritised Ukraine Requirements List (PURL) mechanism, Norway is allocating more than $300 million in military aid to Ukraine. This funding is aimed at strengthening air defense systems and boosting drone manufacturing. The announcement came during Ukrainian Deputy Prime Minister Mykhailo Fedorov’s visit to Oslo on May 6, 2026, and is part of a broader support framework that has now exceeded $1.1 billion through this platform.
Specifically, the allocated funds will support:
- procurement and maintenance of air defense systems;
- growth of Ukraine’s domestic defense industry through orders placed with local drone producers;
- supply of long-range artillery ammunition.
Norwegian Defense Minister Tore O. Sandvik emphasized that PURL remains the most effective channel for delivering critical weaponry to Ukraine’s Armed Forces, including missiles for Patriot air defense systems.
Funding Priorities and Humanitarian Support
For 2026, Ukrainian authorities have set three priority areas for PURL financing. Additionally, the Norwegian Parliament has approved the continuation of military support to Ukraine for the year, totaling approximately $6.5 billion. In April 2026, Ukrainian President Volodymyr Zelenskyy and Norwegian Prime Minister Jonas Gahr Støre signed a defense partnership declaration, further deepening bilateral cooperation.
Norwegian Foreign Minister Espen Barth Eide noted that the aid package is developed in close consultation with Ukraine to ensure it aligns with frontline needs. Beyond military assistance, Norway will also allocate around 168 million Ukrainian hryvnias to support the country’s agricultural sector. This reflects Norway’s comprehensive approach, addressing both defense and humanitarian challenges.
The new military aid underscores continued international backing for Ukraine, particularly from Norway, amid the ongoing conflict. Given the critical role of air defense in modern warfare, this support could significantly enhance Ukrainian operational effectiveness. Alongside military contributions, the focus on agriculture highlights a holistic strategy to stabilize the nation during wartime.
The ongoing support from Norway is part of a larger strategy to bolster Ukraine's defense capabilities. This comes in light of previous discussions between Ukrainian and Norwegian leaders regarding military aid, including air defense systems and energy supplies.
