New Decree from Ukraine's Cabinet of Ministers

The Cabinet of Ministers of Ukraine has enacted Decree No. 241, which accelerates the system for responding to children's absences from school. Under the new rules, if a child is enrolled in a foreign educational institution, their parents must inform the Ukrainian school at their place of residence. This notification is preferably to be made in writing, using an email with confirmation.

Procedure for Responding to School Absences

The decree also introduces a new procedure for schools to follow if a child's status in the AIKOM electronic system is recorded as 'not covered by education.' In such cases, the educational institution is obligated to immediately notify juvenile police units and the child protection services. Previously, the process of responding to school absences could drag on for weeks, complicating the situation for children and their families.

Olena Parfionova noted that there is currently no definitive list of documents confirming education abroad as a valid reason for absence. This issue remains open within the context of the new measures, and its further discussion may impact the decree's implementation. These changes are part of broader efforts to streamline communication between parents, schools, and relevant authorities, ensuring a more effective response when children miss school.

The adoption of Decree No. 241 reflects the Ukrainian government's aim to improve oversight of children's education, particularly given the rising number of children studying abroad. This move is especially relevant as many families have been displaced due to the ongoing conflict. It is intended not only to safeguard children's right to education but also to prevent potential social issues arising from their absence from the educational process.
