Ukraine Proposes Major Welfare Reform: Tying Basic Aid to the Official Living Wage

New Legislation on Social Assistance

A new draft law, No. 15094, was submitted to Ukraine's parliament, the Verkhovna Rada, on March 20, 2026. It proposes to anchor the minimum amount of basic social assistance in the State Budget Law, with the new system scheduled to launch on January 1, 2027. This bill is a direct response to the failure of a previous proposal, No. 14051, which did not pass in parliament. This reform is part of ongoing efforts to stabilize the social safety net following years of economic strain.

The earlier government proposal would have allowed officials to set the basic aid amount annually, with a promised level of 4,500 hryvnias. However, as MP Iryna Poliakova pointed out,

"The catch was that the law set no lower limit. So, if the budget suddenly ran short of funds, the Cabinet of Ministers could have unilaterally reduced this payment to, say, one thousand hryvnias."

Changes to Social Aid

The new draft law introduces a strict safeguard, stipulating that the base amount cannot be lower than the official living wage for able-bodied persons as of January 1 of the current year. Iryna Poliakova emphasized that

"the law finally includes a strict safeguard."
This measure aims to simplify the social payment system by consolidating several types of aid into one universal basic social assistance payment.

According to the new bill, social assistance will be directed at supporting low-income citizens and providing payments to individuals ineligible for a pension. The legislative changes could significantly impact Ukraine's social protection system, ensuring greater stability and predictability for welfare recipients.
