New Booking Rules for Military Servicemen in Ukraine
Starting December 1, 2025, new booking rules for military servicemen will come into effect in Ukraine. In particular, these changes concern employees of critically important enterprises that play a significant role in the national economy. One of the key innovations will be an annual postponement from mobilization for young people who have completed contract service. It is important to note that these changes are part of legislative initiatives aimed at regulating labor relations in a state of war.
On October 9, 2025, the parliament adopted a draft law on regulating labor relations under martial law, which will come into effect on December 4, 2025. The new booking rules also include restrictions on the booking period for employees who violated military accounting rules. In such cases, the booking period will be limited to 45 calendar days. For violations of Article 210-1 of the Code of Ukraine on Administrative Offenses (KUpAP), a fine ranging from 34 to 59.5 thousand hryvnias is provided, emphasizing the seriousness of the innovations.
Updated Rules and Their Impact
On October 28, 2025, the Ministry of Defense of Ukraine approved Order No. 722, which defines the criteria for enterprises that are critically important for the national economy. Starting November 1, 2025, updated rules for issuing and extending postponements from mobilization will come into force in Ukraine. The mentioned draft law No. 14210 was submitted to the parliament on November 14, indicating the active efforts of legislators to address issues related to mobilization and labor relations.
The basic principles of conscription remain unchanged; however, significant additions have appeared regarding the rules for crossing the border for military servicemen. Only one aspect stands out as an exception – the booking of employees by state authorities, local self-government bodies, and enterprises. It is also worth reminding that currently, officials of enterprises are held administratively liable under Article 210-1 KUpAP, which emphasizes compliance with new requirements.
