Ukraine's Updated Category B Driving Regulations

Starting in 2026, Ukraine will implement a new set of rules for drivers obtaining a Category B license. These reforms will alter both the training curriculum and the technical specifications of vehicles that drivers are permitted to operate. The minimum age to obtain a standard car license will be set at 18. New drivers will receive a provisional license valid for two years, after which it can be converted to a permanent one, provided the driver has committed no more than two serious traffic offenses. These changes align Ukraine more closely with European standards for road safety and driver qualification.

Vehicle Specifications for Category B License Holders

Operating a vehicle with a Category B license comes with specific technical limitations:

  • The maximum permissible weight of the vehicle is 3,500 kilograms.
  • The vehicle may have no more than 8 passenger seats, excluding the driver's seat.
  • A trailer weighing up to 750 kg is permitted; for heavier trailers, the combined weight of the vehicle and trailer must not exceed 3,500 kg.

Conversely, there is a list of vehicles that are prohibited for operation with a standard Category B license. These include:

  • Goods vehicles with a mass exceeding 3.5 tonnes;
  • Buses and minibuses designed to carry more than 8 passengers;
  • Motorcycles requiring an A or A1 category license;
  • Heavy specialized machinery and vehicles of classes C or D.

The 2026 driver preparation process will consist of four stages: theoretical instruction, a practical course requiring 40 hours of driving with a certified instructor, a final examination, and the issuance of the initial license. The overarching goal of these reforms is to enhance road safety and ensure drivers are adequately prepared for responsible vehicle operation.
