Ukraine Implements New Driving Rules Starting March 1, 2024

A series of new regulations for drivers in Ukraine will come into force on March 1, 2024, affecting fuel prices, appointments with the Ministry of Internal Affairs (MIA) service centers, requirements for taxi drivers and international carriers, and parking. These changes are part of ongoing efforts to modernize the country's transport sector. According to forecasts, fuel prices are expected to rise by approximately two hryvnias per liter in March, a seasonal increase linked to heightened demand from the start of agricultural work.

Key Changes in the Regulations

Under the new rules, individuals will be limited to booking appointments at MIA service centers a maximum of four times per month, while legal entities can book up to six times. The option to transfer an appointment slot to another person will be eliminated. Appointments can be made online or via an information board and must be for a specific date, time, and individual.

Drivers engaged in international transport will now be required to complete mandatory specialized advanced training courses. New requirements are also being introduced for taxi drivers, who must:

  • Pass a medical examination to obtain a special certificate costing over 3,000 hryvnias.
  • Hold a category B driver's license.
  • Have no criminal record.
  • Not exceed five traffic violations per year.

Regarding parking, the quota for designated spaces for persons with disabilities must be at least 10% of the total available spots. Vehicles will only receive parking privileges if they display the official disability badge visibly on the car.

Discussions are ongoing regarding the potential construction of toll roads in Ukraine, but no concrete decisions have been made yet. The new measures effective March 1, 2024, are expected to significantly impact the country's transport system and overall road safety levels.

The introduction of these rules reflects the Ukrainian government's attempt to adapt transport infrastructure to modern safety and efficiency standards. Specifically, limiting appointments at MIA centers aims to reduce the burden on these institutions and streamline the service process for citizens. The anticipated fuel price rise may provide an additional incentive to switch to more economical modes of transport.
