New rules for delivering summons for those subject to military service have been introduced in Ukraine, adopted by the Cabinet of Ministers on July 30, 2025, by Resolution No. 916. These changes aim to simplify the process of delivering summons and establish new requirements for those subject to military service.

The main operator for delivering summons has been designated as 'Ukrposhta'. It is important to note that a summons is considered delivered even if the addressee does not appear for the letter. After receiving the notification of the arrival of the letter, the individual subject to military service has three working days to collect it. This new approach is intended to ensure more effective communication between the state and citizens subject to military service.

Punishments for Ignoring Summons

Moreover, a fine of 17 to 25.5 thousand hryvnias is imposed for ignoring a summons. This rule emphasizes the seriousness of fulfilling obligations by those subject to military service and the importance of timely responses to received documents.
