New Parking and Stopping Regulations in Ukraine

Ukraine will implement stricter rules for parking and stopping vehicles in 2026, with enforcement becoming largely automated. This reform aims to reduce the number of traffic accidents, as data from the Patrol Police indicates that up to 15% of minor collisions in cities are caused by improperly parked cars. The definitions for stopping and parking have been clarified, the list of prohibited locations is more precise, and fines for violations have been increased.

Key Rules for Stopping and Parking

Under the revised traffic code, a 'stop' is defined as halting for up to 5 minutes, while any halt exceeding 5 minutes is considered 'parking'. The standard fine for violating stopping or parking rules is 340 hryvnias. Penalties for parking in spaces reserved for people with disabilities or for creating a significant obstruction to traffic range from 680 to 1,700 hryvnias. If a vehicle must be towed for blocking traffic, the owner will face a towing fee starting from 1,000 hryvnias. However, a 50% discount on fines is available if payment is made within the first 15 days.

The new norms explicitly prohibit stopping in the following locations:

  • Railway crossings and tram tracks;
  • Viaducts, bridges, and tunnels;
  • Pedestrian crossings (on the 'zebra' stripes and within 10 meters on either side);
  • Public transport stops (within 30 meters of the stop sign);
  • Narrow road sections (leaving less than 3 meters to a solid line);
  • Intersections (within 10 meters of the edge of the carriageway).

Furthermore, additional restrictions apply specifically to parking. It is prohibited to park vehicles:

  • On lawns;
  • Closer than 5 meters to garbage containers;
  • Closer than 50 meters to a railway crossing;
  • On sidewalks, unless a clear pedestrian passageway of at least 2 meters is maintained.

These changes are part of a broader effort to improve traffic management and enhance safety on Ukraine's city streets, aligning with European standards for urban mobility.
