Revised Regulations for Ukrainian Passport Issuance

The Ukrainian government has announced a significant change to the rules for obtaining a foreign passport. As detailed on the official government portal, the vast majority of citizens must now provide their Taxpayer Registration Number (RNOKPP) when applying. This new requirement, which aims to synchronize data between the information systems of the Ministry of Foreign Affairs, the Unified Demographic Register, and the Diia portal, is part of a broader digital transformation of public services.

Exceptions and How to Obtain an RNOKPP

There are key exceptions to this rule. Newborn children and citizens who have officially renounced an RNOKPP on religious grounds are not required to provide one. For all other applicants, the lack of this number will result in an automatic refusal of their passport application. The RNOKPP can be obtained remotely via the Diia portal or through an authorized representative. This move is intended to streamline administrative processes and reduce errors in official documentation.

In a separate development affecting Ukrainians abroad, Poland has increased fees for certain services for foreigners, effective January 2026. The cost for an emergency temporary passport issued outside of regular hours will be 100 euros, while the fee for a national visa has risen to 200 euros. Procedures for Ukrainian citizens applying for Polish citizenship have also been amended. As stated by the diplomatic service,

"the tax number has become a mandatory requisite for the correct operation of electronic state systems."

These updates to Ukraine's passport rules represent a continued effort to modernize its bureaucracy and improve interoperability between government databases. Concurrently, the policy and fee changes in Poland may influence migration patterns and present new considerations for Ukrainians planning travel or relocation to a neighboring EU state.
