New State Support for Ukrainian Families with Children
Ukraine is introducing new forms of state financial aid for families with children starting in 2025, following amendments to the law 'On State Assistance to Families with Children'. These reforms aim to enhance support for parents of young children. Specifically, the new measures include a childcare allowance for children under one year old and a 'Yasla' childcare allowance.
Procedure for Granting and Disbursing the Aid
The procedure for granting and paying these new benefits was originally established by Cabinet of Ministers Resolution No. 1751 dated December 27, 2001. This procedure has since been updated by two subsequent resolutions: No. 1805 from December 31, 2025, and No. 169 from February 5, 2026. These legislative changes reflect the government's ongoing commitment to social welfare during a challenging period for the country.
A key feature of the new system is that the benefit payments will be made to special-purpose bank accounts with restricted usage rules. Applicants must open such an account at an authorized bank and provide its details in their application for assistance. Currently, JSC 'Oschadbank' is the only authorized financial institution offering these special accounts.
The introduction of these new benefits is designed to help parents manage the rising costs of raising children, particularly during the crucial early years of a child's development. This legislative shift underscores the state's commitment to strengthening social protection for families, a central pillar of Ukraine's social policy agenda.
