The labor market in Ukraine shows positive dynamics despite the challenging conditions of wartime and economic instability. The average salary continues to rise, although it does not happen evenly across all regions of the country.
According to Work.ua statistics, in July 2025, the average salary in Ukraine is 25,000 hryvnias, which is 22% higher than in July last year. However, since June of this year, this figure has remained unchanged.
A detailed analysis of salaries by regions of Ukraine in alphabetical order shows significant differences in the level of wages. The highest salary level is traditionally recorded in Kyiv, where the average payment is 30,000 hryvnias. The lowest figures are observed in Sumy, Kherson, and Chernihiv. At the same time, the fastest salary growth was recorded in Uzhhorod, Rivne, and Kharkiv — at 25% per annum.
Vinnytsia — 22,000 UAH (+22% per year);
Dnipro — 24,000 UAH (+20%);
Zhytomyr — 20,000 UAH (+14%);
Zaporizhzhia — 20,000 UAH (+18%);
and others.
Compared to June, nine regions show a steady increase in the average salary of 500 hryvnias, and there are also cities where the increase is 400 and 300 hryvnias. At the same time, in some cities, the average salary remains at the June level.
Experts note that the constant increase in salaries during wartime indicates the flexibility of the Ukrainian labor market and its ability to recover. However, regional differences in wages indicate uneven economic development in Ukraine.
The Ukrainian labor market continues to demonstrate positive trends in average salary growth, which, however, vary by region. The highest salaries are recorded in the capital, while the fastest salary growth is noted in the northwestern and eastern cities of the country.
