Conditions for Talks with Ukraine

Péter Magyar, Hungary's new leader, has laid out prerequisites for launching Ukraine's European Union membership negotiations. These demands primarily center on the rights of the Hungarian minority living in Transcarpathia. Among Magyar's requirements are guarantees for educational and cultural rights for Hungarians, as well as the ability to use their native language in courts and local communities. The Hungarian leader's stance has sparked discussions both within Ukraine and internationally.

In a Facebook post, Magyar emphasized that the list of conditions contains no political demands. He also stated that Hungary's Foreign Minister, Péter Szijjártó, had previously handed over an '11-point list' to Ukraine. Notably, the final items on that list called for changes to Ukraine's electoral system to ensure representation for Hungarian organizations in the Verkhovna Rada. Issues regarding the rights of the Hungarian minority in Transcarpathia were discussed during Szijjártó's meeting with Ukrainian officials, including Dmytro Kuleba and Andriy Yermak.

Need for Concrete Steps

Péter Magyar also stressed the necessity of tangible actions from Ukraine concerning the Hungarian minority.

“Ukraine must demonstrate real steps regarding the Hungarian minority,” he stated.
Magyar voiced his position during meetings in Brussels with European Council President António Costa and European Commission President Ursula von der Leyen.

In preparation for a meeting with Ukrainian President Volodymyr Zelensky, Magyar invited him for talks in Berehove, scheduled for early June. Magyar's foreign policy team was not involved in this initiative. The Hungarian leader framed his proposal as a request for an invitation from the Ukrainian side. Ukraine has already drafted amendments to laws on languages, education, and national minorities, which could serve as a significant step toward meeting Hungary's demands.

Magyar's goal is to create conditions that would encourage Transcarpathian Hungarians who have left the country to return home.

“To create conditions in Ukraine under which Transcarpathian Hungarians who have left will return home,” he emphasized.
A meeting with Zoltán Babják, head of the Berehove territorial community, who has previously been an active advocate for Hungarian rights, marked another step in addressing key issues for the Hungarian minority in Transcarpathia.

These new conditions from Hungary could become a pivotal factor in future negotiations between Ukraine and the European Union.
