Ukraine Implements Centralized System for Military Vehicle Procurement
The Cabinet of Ministers has launched a new, centralized mechanism for the Defense Forces to purchase vehicles. This system will operate through the Defense Procurement Agency and the electronic Prozorro Market catalog. The reform is designed to streamline the acquisition of equipment, improve its quality, and ensure more efficient use of the state budget. This move is part of broader efforts to modernize military logistics amid ongoing conflict.
The Defense Procurement Agency has been designated as the central purchasing organization, granting it authority to administer the Prozorro Market catalog. A primary focus of the new system will be the acquisition of pickup trucks, which are crucial for ensuring the mobility and responsiveness of frontline units. The agency will be responsible not only for conducting market consultations but also for setting technical requirements, establishing qualification criteria, and selecting and vetting suppliers.
Streamlined Purchasing Procedures
Defense Force units will now be able to select a vehicle category and specifications directly from the catalog. The system will then automatically identify the supplier with the best offer. In its initial phase, the catalog will include the following types of vehicles:
- Pickup trucks
- Motorcycles
- All-terrain vehicles (ATVs)
- Dune buggies
This new procurement approach aims not only to improve military supply but also to simplify procedures that were previously often complex and time-consuming.
In a related development, the government has also adopted a resolution to improve the procedure for the urgent retrofitting of aviation equipment.
