Details of Draft Law No. 15094
Ukraine's parliament has passed a significant amendment, Draft Law No. 15094, which revises the calculation method for basic social assistance to families with three or more children. Under the new rules, every family member will now be eligible for 100% of the basic assistance rate. This marks a substantial change from the previous system, outlined in Draft Law No. 14051, where some adults—such as a spouse or a full-time student—were only allocated 70%. This legislative shift is designed to provide a more substantial financial boost to households raising children.

Previously, only the applicant, children under 18, and individuals with first or second group disabilities received the full 100% of the base amount. The new law eliminates this disparity for large families, potentially increasing their monthly payments by thousands of hryvnias. For context, Ukraine has been implementing various social support measures to assist families during a period of economic strain. To illustrate, a four-person family where the husband earns 10,000 UAH and the wife is on maternity leave receiving 860 UAH per child would see their assistance jump from 5,790 UAH under the old rules to 7,140 UAH under the new ones—a monthly gain of 1,350 UAH.
The calculation is now straightforward: you add up the full base amount for all four family members, then simply subtract the family's total official income from that sum. The difference is the assistance you receive.

Poliakova also noted that an outdated stereotype—suggesting that 'if you live together, you save on utilities and food, so you need less money'—had influenced the previous policy. The new draft law aims to establish a fairer system for financially supporting large families.
