Stalemate in POW Swap Between Ukraine and Russia

A large-scale prisoner exchange between Ukraine and the Russian Federation, envisioned as a "1,000-for-1,000" swap, is currently stalled. Ukraine’s parliamentary ombudsman, Dmytro Lubinets, stated that the delay stems from Moscow’s position. He explained that the Ukrainian negotiating team has already completed its part by submitting lists to the Russian side. However, Russia is dragging out the process and blaming Ukraine for the holdup.

Lubinets noted his direct involvement in talks with Russia’s human rights commissioner, Tetyana Moskalkova. He emphasized that even when agreements are reached, there is never 100% certainty that Russia will uphold its end.

“In reality, the work hasn’t stopped. Daily operational and negotiation processes are ongoing,” Lubinets added.

Conflicting Claims from Kyiv and Moscow

Ukrainian President Volodymyr Zelenskyy confirmed that the Coordination Headquarters for Prisoner of War Treatment has prepared and handed over a list of 1,000 service members to Russia. Meanwhile, Vladimir Putin alleged that Ukraine is refusing the exchange. He also claimed that Russia submitted a list of 500 Ukrainian soldiers for return on May 5.

Individuals potentially involved in the swap include:

  • severely wounded service members,
  • critically ill prisoners,
  • defenders—both men and women—who have been held in Russian captivity since 2022.
