The Defense Industry of Ukraine: How the Military-Industrial Complex Became a Key Driver of the Economy

Deputy Minister of Defense of Ukraine Hanna Hvozdyar presented the achievements of the Ukrainian defense industry at a meeting with the International Monetary Fund (IMF) mission led by Gavin Grey in Kyiv. During the discussion of the sector's development and its role in Ukraine's economy, it was emphasized that the military-industrial complex (MIC) has become a strategically important sector that ensures the state’s resilience.

The Ukrainian defense industry has transformed into a $35 billion industry. The sector's capabilities have risen from $1 billion in 2022 to $35 billion in 2025, indicating significant progress in the sector's development. The network of arms manufacturing has expanded to 900 enterprises, and an innovative ecosystem has formed in Ukraine with over two thousand teams.

Hanna Hvozdyar noted that in 2023, gross domestic product (GDP) growth was 5.5%, of which 1.5% was provided by the defense sector. In 2024, total GDP growth was 2.9%, with the MIC's share rising to 1.2%. According to the deputy minister,

“we have reached a production level that significantly exceeds our domestic procurement capabilities”
.

The Importance of the MIC for the Economy

Moreover, Hvozdyar emphasized the importance of the MIC not only as a military necessity but as a key element for economic development and post-war recovery. She highlighted that

“the defense industry has become a strategically important sector of the economy that ensures the state’s resilience”
. Thus, the military-industrial complex of Ukraine significantly influences the country's economic development, creating new opportunities for innovation and growth.

The situation in Ukraine indicates that the defense industry has become not only a response to military challenges but also an important driver for economic growth. Expanding production capacities and investing in innovations could lay the foundation for stable development in post-war recovery conditions. The MIC can play a key role in creating new jobs and raising the technological level of the economy, which, in turn, will support overall economic stability in Ukraine.
