Launch of a Preferential Financial Leasing Program
A new initiative to support Ukraine’s defense-industrial complex has officially entered its practical phase. The Ministry of Defense of Ukraine announced that a preferential financial leasing program is now underway, offering critical enterprises access to funds at an annual interest rate of just 5%. The government will cover the remaining financing costs through a dedicated compensation mechanism.
Authorized Lessors and Their Responsibilities
The first three authorized leasing providers have been named: the state-owned 'Ukreximbank' alongside private institutions 'PUMB' and 'MTB BANK'. This initiative was enacted by a resolution of the Cabinet of Ministers of Ukraine, following a proposal from the defense ministry.

Leasing is a critically important tool for Ukraine’s defense industry, as it provides rapid access to equipment, enables production scaling, and strengthens the ability to quickly respond to frontline needs.”

- initial development
- manufacturing
- repair
- modernization
- disposal of weapons
- ammunition and specialized equipment
