Ukraine has implemented a mandatory vehicle inspection for all cars being registered for the first time, conducted by experts from the Main Service Center of the Ministry of Internal Affairs. The Inspection Procedure
The procedure involves a joint physical examination of the vehicle with specialist inspectors, with particular focus on the VIN. This unique 17-character identifier encodes data about the country of origin, manufacturer, basic vehicle specifications, serial number, and year of manufacture. Experts also cross-check the chassis, body, and engine numbers against the provided documentation.
As experts note: 'During the inspection, we meticulously check for any changes to the VIN and the absence of even the slightest traces of mechanical interference. The vehicle is also mandatorily checked against state databases to see if it is listed as stolen.'

If forged documents, altered numbers, or a stolen vehicle status are discovered, the registration process is immediately halted, and all materials are handed over to law enforcement for further investigation.
