Ukraine is drafting legislation to introduce mandatory periodic technical inspections for all vehicles, including private passenger cars, by the end of 2027. This requirement is a key condition for the country's integration into the European Union. Currently, Ukraine lacks mandatory inspections for private cars, a system that was abolished back in 2011. Mandatory checks are only in place for commercial transport.

According to the plan, the necessary legal amendments must be passed by the end of 2027. In addition to periodic inspections, the initiative also includes plans for roadside vehicle checks. Implementing these changes will require establishing a legal framework and equipping regulatory bodies with special mobile units capable of conducting technical inspections on the spot.

We are currently preparing the draft law. The European Union has set this criterion for us to meet by the end of 2027. This means that by the end of next year, we must have adopted, as proposed or understood by the EU, legislative changes that establish the norm for mandatory periodic inspection of all vehicles without exception, including passenger cars, which currently do not undergo it.

Derkach also emphasized that implementing this control will require not only legislative changes but also technical capabilities. 'We do not have such control in place. This requires, by the way, not just legislation but also technical feasibility. These are special vehicle-mounted devices that can perform such technical control on the road, but again, for us, this is a mandatory European integration criterion, so we will definitely implement it in Ukraine,' he noted.

Consequently, Ukraine will need to take steps to fulfill the European Union's requirements, which include introducing mandatory technical inspections for all types of vehicles. Implementing these changes will mark a significant step in the country's European integration process. This move could also positively impact road safety, as regular inspections would help identify technical faults and reduce the risk of accidents. Many EU member states have long-standing vehicle inspection regimes, which Ukraine is now aligning with as part of its broader reform agenda.

As Ukraine moves towards implementing mandatory vehicle inspections by 2027, it is essential to consider the implications of similar regulations that are set to come into effect even sooner. For instance, the reintroduction of compulsory checks for all cars in 2026 will provide a framework that may influence the upcoming legislation, highlighting the growing emphasis on road safety and compliance with EU standards.
