Meeting with an Independent International Expert Mission

Ukraine's Deputy Foreign Minister Mariana Betsa held talks with a team of independent international experts operating under the OSCE's Moscow Mechanism. This mission is investigating how Russia has militarized and indoctrinated Ukrainian children—a direct consequence of Moscow's aggressive policies. The OSCE Moscow Mechanism was activated on May 14, 2026, thanks to joint efforts by Ukraine and 41 OSCE participating states.

Mission's Action Plan

The expert panel—comprising Elina Steinerte, Stefan Wolff, and Hervé Asensio—plans to meet with representatives from:

  • state institutions,
  • international organizations,
  • civil society,
  • witnesses and victims.

These meetings aim to collect data for thorough analysis. Upon completion, the mission will publish a report documenting crimes committed by the Russian Federation against Ukrainian children.
