Transition Period for Digital Work Records Nears Its End
The multi-year transition period for digitizing Ukraine's paper-based work record books is drawing to a close. Employers have had a five-year window, ending on June 10, 2026, to submit employment history data in a digital format. According to Oleksandr Maletskyi, a representative of the Pension Fund of Ukraine (PFU), there are currently no fines for missing this deadline, and a positive trend in the submission of records has been noted.
Since 2021, maintaining digital employment records has been mandatory for all employers. To date, over 10 million work records have been submitted to the PFU, with more than 6 million of these coming directly from employers. This digital transition is a key part of Ukraine's broader administrative reforms. Digitizing historical entries from old paper booklets is encouraged but not compulsory, allowing businesses to adapt to the new requirements gradually.

If certain periods of employment are not digitized by the time a person applies for a pension, citizens will still be able to submit their paper work booklet along with other required documents. 'Today, they are added and submitted. We accept and will continue to accept everything,' the PFU representative added. This approach ensures Ukrainians can adapt to the new system without facing significant risks to their future benefits.
