Leaders of the Coalition of Willing to Convene in Berlin
On November 19, 2026, Berlin will host an in-person gathering of heads of state and government from the Coalition of Willing countries. The summit aims to finalize the scale and scope of support for Ukraine throughout 2027, focusing primarily on military assistance. This was announced by German Chancellor Friedrich Merz during a joint press conference with Ukrainian President Volodymyr Zelensky. Key topics will include ongoing arms deliveries, such as ammunition for F-16 fighter jets and air defense systems.
“I have invited the Coalition of Willing to meet here in Berlin on November 19. A significant number of national leaders will attend, and we will reach agreements on the level of aid to continue into 2027. While the focus will be on military support, it will not be limited to it,” Chancellor Friedrich Merz stated.
The meeting is designed to address current challenges in supplying Ukraine with the necessary weaponry.
Summit Objectives
The upcoming summit will concentrate on three main goals:
- Coordinating ongoing assistance to Ukraine;
- Reaffirming participants’ commitment to provide security guarantees after a ceasefire;
- Aligning diplomatic efforts to bring the conflict to a peaceful resolution.
The previous Coalition meeting took place on August 24, 2026, in Kyiv, where discussions covered support for Ukraine, protection against Russian ballistic missiles, and the development of joint military forces.
During that Kyiv session, French President Emmanuel Macron emphasized the importance of joint military exercises to test unit readiness for future operations. British Prime Minister Burnham highlighted the urgent need to strengthen Ukraine’s defense against Russian ballistic missile threats, urging allies to contribute interceptors from their own reserves to help Ukraine build its capabilities. These exchanges reflect a growing international commitment to supporting Ukraine amid the ongoing conflict.
The Berlin summit represents a critical step in shaping the international community’s strategic approach to backing Ukraine, especially given escalating regional security challenges. The participation of top leaders underscores the Coalition’s serious dedication to providing sustained aid, which could significantly influence the trajectory of the conflict and the broader security environment in Europe. Outcomes from this meeting are expected to guide future global policy decisions regarding Ukraine within the context of international security.
As the Coalition of Willing prepares for its crucial meeting in Berlin, it is essential to consider the broader context of international support for Ukraine. Recent discussions in E3 security talks have underscored the importance of cohesive strategies among allies, aiming to bolster Ukraine’s defense capabilities and ensure long-term stability in the region.
