A petition has been registered in Kyiv for a transfer ticket that will be valid for 45 minutes on public transport. In the context of changes to bus routes, the author proposes to allow passengers to continue their journey without having to pay again. This is reported by Apostrophe.

The 45-minute ticket: what changes are proposed in Kyiv

Petition No. 14577 was published on the Kyiv City Council website on October 26, 2026. Its author, Oleksandr Hreško, explains the initiative with the difficulties faced by passengers during air alerts and restrictions on bridge movement.

Primarily, it concerns residents of the left bank who use the ground part of the red metro line. When trains are stopped, people have to look for another route and pay for transport again.

The author proposes to change the principle of a one-time ticket:

  • to set its validity period to 45 minutes;
  • to allow transfers between different routes and types of public transport;
  • not to charge extra for such transfers within the designated time.

In particular, a passenger could switch to bus No. 1-M if continuing the trip on the red metro line is not possible. Earlier, due to subway restrictions, the city also appointed additional train services.

The appeal is addressed to the Mayor of Kyiv, Vitaliy Klitschko, and to the members of the Kyiv City Council. The implementation is proposed to be entrusted to the Department of Transport Infrastructure of the Kyiv City State Administration. Currently, this is a petition and not an adopted decision regarding the change in fare.

Compensation for transfers: what experience Kyiv has already had

The appeal mentions a mechanism implemented after the ceasing of metro operations between Lybidska and Teremky in 2023. The decision of the Kyiv City Council No. 4532/7543 provided for compensation for trips on temporary routes No. 2-M, No. 60, No. 43-K and additional trips on the blue line.

According to the explanation in the petition, the passenger paid for the bus and metro, after which one of the spent trips was credited back to the transport card. Compensation could cover several forced transfers if the total travel time did not exceed two hours.

The new proposal suggests a different approach: to make the one-time ticket a transfer ticket for 45 minutes. The need for this is related to the disruptions in communication between the banks, due to which, starting October 28, the capital has also introduced 16 additional services for the Kyiv City Express.
