Military Recruitment Officer Fined 17,000 Hryvnias for Violating Body Camera Rules

Verdict from the Kosiv District Court

The Kosiv District Court in the Ivano-Frankivsk region has found an officer from a Territorial Recruitment and Social Support Center guilty of negligent performance of his duties. The court imposed a fine of 17,000 hryvnias for violating regulations on video recording the work of notification groups in February and March 2026. This case highlights the ongoing efforts to enforce accountability within Ukraine's military administration during the ongoing conflict.

The trial was held in Kosiv. The officer was convicted under Part 2 of Article 172-15 of the Code of Ukraine on Administrative Offenses, which pertains to negligent performance of military service during a special period. In addition to the fine, the court also ordered a court fee of 665.6 hryvnias. The ruling can be appealed within ten days.

Issues with Video Documentation

A sudden official inspection revealed that video recording of the notification groups' work was essentially not being conducted. The information storage device contained recordings for only six days in February and two days in March. According to current regulations, since September 1, 2025, all staff of these centers are required to wear body cameras and record video during document checks or when serving summonses. Disciplinary action is stipulated for violations of these recording rules.

The officer failed to monitor the military personnel's use of body cameras and did not conduct training on their proper application. He stored video on unprotected servers and used unregistered storage devices. The defendant also uploaded recordings to his personal computer instead of official equipment. The absence of video footage made it impossible to establish facts regarding potential abuses of power during the performance of official duties.
