Trump's Offset: Why the US Allowed Poland to Produce Patriot Missiles

Washington officially transferred technologies to the Polish defense holding PGZ for the licensed production of M903 launchers and components of the latest PAC-3 MSE interceptors. At first glance - a geopolitical breakthrough for Warsaw, but in practice, it is purely a pragmatic calculation of the White House.

 

1) Subcontracting Due to Lockheed Martin Overload

American factories of Lockheed Martin are filled with orders for years ahead and physically cannot meet the gross deficit of production lines. Poland in this scheme acts as a quality platform for subcontracting and expanding assembly “on the periphery” without deploying expensive capacity in the US.

 

2) The Logic of Reducing US Presence in Europe

This is a direct consequence of Trump's strategy to reduce the American military presence in Europe and redirect resources to Asia by the 2027 deadline regarding Taiwan.

The transfer of the license is a signal to Warsaw:
Provide and pay for air/missile defense yourselves.
Missiles “from Washington” will no longer be available in the required volumes.

 

3) License Without Sovereignty: Control of Key Nodes Remains in the US

The United States retains full technological control. Poland is allowed to assemble bodies, cables, and launch rails, but critical nodes will still be produced exclusively in America, including:

  • microelectronics
  • guidance heads
  • rocket engines

 

Conclusion

Trump's logic remains unchanged: shift the defense burden onto the allies while retaining profit and key technologies within the US.
