Oksana Khmara's Dual Mission
As the head of the Storozhynets Migration Service Department, Oksana Khmara is instrumental in helping citizens obtain vital documents. Her department serves residents across six territorial communities, a population exceeding 100,000 people. Since the full-scale invasion began, her work has taken on critical importance, notably when her team assisted dozens of evacuees from the Popasna Psychoneurological Boarding Home who were relocated to the Bukovyna region.
A Volunteer's Commitment
Beyond her official duties, Oksana Khmara is a dedicated volunteer. Since 2014, she has been a member of the 'Chernivtsi Camouflage Net' volunteer group, which has woven dozens of kilometers of camouflage netting over 11 years. The project gained national recognition in 2019 when it set a Ukrainian record by creating 47 nets during a City Day event. Today, Oksana and her colleagues channel their efforts into multiple forms of support:
- Knitting warm socks for soldiers;
- Manufacturing trench candles;
- Assembling food and spare parts for local territorial defense units.

She is convinced that endurance is paramount now. "Afterward, we will once again adorn life with colors, light, and kindness. And I know this time will surely come," she adds. In Ukraine, such grassroots initiatives are a cornerstone of civil society's response to the war.
