Ukraine's Ombudsman Demands Immediate Action on Unsanitary Conditions at Bila Tserkva Recruitment Center

Ombudsman's Appeal Regarding Conditions for Conscripts

Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets has urgently called upon the command of the Armed Forces of Ukraine's Ground Forces and the Kyiv Regional Military Administration to improve the conditions for conscripts held at the Bila Tserkva Territorial Recruitment and Social Support Center (TRC). In his appeal, he highlighted unsanitary conditions and demanded they be brought into compliance with Cabinet of Ministers Resolution No. 560. This intervention underscores ongoing efforts to uphold military service standards during a period of national mobilization.

Dmytro Lubinets noted that the findings from a monitoring visit by his Office to the TRC on December 4 of last year had not been addressed for over a month and a half.

"The conditions in which conscripts are being held are unsanitary,"
he emphasized, demanding "immediate and tangible action." This appeal represents a critical step in ensuring proper conditions for conscripts, as their health and welfare are a priority.

Context of Military Personnel Conditions

The issue of substandard conditions for military personnel arises as new tasks are assigned to the recently appointed Minister of Defense, Mykhailo Fedorov. Specifically, Prime Minister Yuliia Sviridenko has stressed the need to enhance military motivation, a key factor for ensuring effective service. Therefore, responding to the Ombudsman's demands is crucial for improving the situation in military units and supporting the morale of conscripts.

The Ombudsman's appeal highlights the imperative of upholding human rights even in military settings and signals an urgent need for reform in the system for housing conscripts. Improving these conditions could significantly impact service members' motivation and readiness to perform their duties, which is critically important given the current challenges facing Ukraine.
