Attack on a UN Vehicle in Kherson

United Nations Secretary-General António Guterres has voiced serious concern after a UN vehicle came under fire during a humanitarian mission in Kherson. The convoy, operated by the UN Office for the Coordination of Humanitarian Affairs (OCHA), was en route to the settlement of Ostriv, which had not received any humanitarian aid for many months. The vehicles were attacked on two separate occasions: first while crossing a bridge, and again during the unloading of supplies. No UN personnel were killed in the assault.

Eight UN staff members were inside the vehicle, alongside Andrea De Domenico, head of the OCHA mission in Ukraine. The attack was recorded by FPV drone operators, and footage showing the drones approaching the clearly marked UN convoy was later circulated by pro-Russian Telegram channels. One channel attributed the strike to operators from Russia’s 18th Combined Arms Army, though the post claiming the vehicle had been destroyed was subsequently deleted.

Humanitarian Crisis in Kherson

Before the full-scale invasion, Kherson was home to roughly 300,000 people, but today only one-fifth of that pre-war population remains. Russian forces are positioned on the opposite bank of the Dnipro River. In 2025, around 2,500 drones were deployed weekly in the Kherson region, but that number has now surged to 5,500 per week. Last month alone, hostile drones damaged or destroyed at least 230 vehicles in the area.

The UN International Commission has classified Russia’s systematic drone strikes against civilians in the Kherson region as war crimes. Since July 2024, nearly 150 civilians have been killed and hundreds more wounded in these attacks. In October 2025, Russian forces also targeted a UN humanitarian mission delivering aid to Bilozerka, near Kherson.

OCHA chief Tom Fletcher has stated that the organization will push for a full investigation and accountability for these attacks. Commenting on the situation, Volodymyr Zelenskyy remarked: “The Russians could not have been unaware of who they were attacking.”

This incident highlights the dire humanitarian situation in Ukraine, particularly in Kherson, where residents continue to endure the consequences of war. Attacks on UN humanitarian convoys not only endanger the lives of aid workers but also jeopardize the delivery of essential assistance to those in need.
