UN Calls for End to Strikes on Ukrainian Energy Infrastructure

The UN High Commissioner for Human Rights, Volker Türk, has demanded Russia cease its attacks on Ukraine's energy infrastructure, stating they violate international humanitarian law. This condemnation follows a specific assault on the night of February 12, 2026, in Kyiv, which damaged critical infrastructure and left approximately 2,600 homes in the capital without heating. These systematic strikes on civilian energy targets have become a defining feature of the conflict, causing severe hardship during winter months.

Türk emphasized that attacks on civilian infrastructure are prohibited under international humanitarian law and called on the Russian Federation to stop these assaults, which inflict immense harm on the civilian population. In response to the growing crisis, UN agencies are actively providing humanitarian aid to residents in Ukraine's frontline regions. This support includes both financial assistance and food supplies for several vulnerable groups.

Groups Receiving UN Aid

  • Individuals living near the front lines
  • Evacuated citizens
  • The elderly
  • Persons with disabilities
  • Large families
  • Those who have lost their income due to the war
  • Residents of transit centers

This assistance is vital amid the ongoing military aggression and deepening humanitarian crisis in the region.

Türk's statement underscores the severity of the situation in Ukraine, where the war continues to devastate civilian populations and critical infrastructure.

Targeting energy facilities not only deprives people of basic living conditions but also intensifies the humanitarian emergency, requiring urgent resolution through international efforts. The UN's aid operations are critically important for supporting populations affected by the conflict, highlighting the necessity of global solidarity during this difficult period.
