It has become easier to receive compensation for destroyed housing

The government of Ukraine has simplified the process of receiving compensation for housing destroyed or damaged by the war, making the eRestoration program more accessible for citizens. The new rules allow for remote confirmation of destruction and submission of repeated applications, taking into account the realities of wartime. This was reported on the official website of the Ministry of Community Development, Territories and Infrastructure of Ukraine.

How to remotely confirm the destruction of housing

The new changes in the eRestoration program are designed to help those affected by shelling to receive housing certificates or funds for repairs faster. In particular, for settlements under constant attacks, commissions will no longer visit the site. Instead, they will use photo and video materials that meet the requirements of the Cabinet of Ministers Resolution No. 472 dated April 21, 2023. 

Photo and video materials must clearly identify the object and show the extent of its damage. Based on this data, the commission forms a survey report, which serves as the basis for issuing a certificate for new housing provided that the destruction is confirmed.

Repeated applications for compensation for destroyed housing

In addition, the government has allowed the submission of repeated applications for compensation if the previous one was not used in time due to objective reasons. The terms of compensation are:

  • 12 months for minor damage (Category A).
  • 18 months for moderate damage (Category B).

Circumstances for a repeated application:

  • Service in the Armed Forces of Ukraine or other formations.
  • Difficult security situation, confirmed by official documents.

In such cases, the commission checks the previous report, records the circumstances in the Register of Damaged and Destroyed Property (RDP), closes the old application, and considers the new one according to the standard procedure.
