Changes to the military accounting procedure in Ukraine
As of December 16, 2023, changes to the military accounting procedure have come into effect in Ukraine, which nullify the significance of paper military accounting documents in case of discrepancies with the electronic registry. According to the new regulations, paper military accounting documents will no longer be issued to individuals registered with territorial recruitment centers (TRC).
Changes have been made to Cabinet of Ministers Resolution No. 559. The new point 4 of the Procedure states that if the information in the paper document does not correspond to the data of the 'Oberih' registry, the paper document loses its validity. Thus, the relevance of paper documents decreases, except in cases involving special services, particularly the Security Service of Ukraine and intelligence.

This means that individuals removed from the records are no longer military liable. Additionally, if a person is recognized as unfit for service due to health reasons, removal from the records cancels the need to undergo a military medical commission (MMC).
Recommendations for military liable individuals
The main trap for military liable individuals is the possible discrepancies with the 'Oberih' registry. In this case, it is recommended to:
- Contact the TRC with a request to update relevant data;
- Obtain an official denial;
- If necessary, go to court.
This will ensure proper legal support in cases where data does not match reality.
The changes to the military accounting procedure in Ukraine are an important step towards digitalization and simplification of processes related to military service. The introduction of the electronic registry 'Oberih' aims to reduce bureaucracy and improve the effectiveness of military accounting management. However, military liable individuals should be attentive to possible discrepancies in data, as this may affect their status and rights.
