Ukraine's Parliament Approves New Basic Social Assistance Law to Better Support Low-Income Families

Новий закон про соціальну допомогу надасть більше можливостей для підтримки сімей з низьким доходом в Україні.

Introducing Basic Social Assistance in Ukraine

Ukraine’s parliament has passed legislation establishing Basic Social Assistance, a reformed approach aimed at supporting families with limited incomes more effectively. Under this new system, households will receive a single monthly payment replacing multiple separate benefits. The amount will be tailored based on each family’s income and circumstances, ensuring more precise and impactful aid.

Expanded Support Services for Families

The law also allows families to benefit from personalized community-level support plans. These plans can include a variety of services such as:

  • early intervention programs for families with young children,
  • social support services,
  • daycare or in-home care options,
  • counseling,
  • and assistance with social integration and inclusive education.
Denys Ulyutin, Minister of Social Policy, Family, and Unity, emphasized, "Support from the state should be based on need, not status."

This legislation is a prerequisite for unlocking $200 million in social welfare funding from the World Bank under the SPIRIT project, highlighting Ukraine’s commitment to advancing its social policies and aligning with European standards.

The introduction of Basic Social Assistance marks a significant shift toward more flexible, need-focused social welfare in Ukraine. It also reinforces the country’s dedication to fulfilling international agreements and standards, potentially strengthening cooperation with global financial organizations and international partners.

As the Basic Social Assistance law moves forward, it is essential to understand the legislative journey that led to this transformative decision. The endorsement by the VR Committee set the stage for parliamentary discussions, emphasizing the growing momentum behind reforms aimed at enhancing social support for vulnerable families in Ukraine.
