Emergency Response to Rising Waters in Southern Ukraine

A surge in the water level of the Tyligul River in the Odesa region is threatening to flood communities in the Berezivka district. The only road into the village of Chyzheve has already been submerged. To ensure the safety of residents, emergency services and local firefighters have established a crossing point. Divers and rescue workers have also broken up ice on a bridge to maintain access.

Flood Mitigation Efforts Underway

In the town of Berezivka, a protective sand embankment has been constructed to hold back the floodwaters. In the village of Viktorivka, water has risen to the edges of household plots, causing concern among locals. Furthermore, to prevent flooding in the settlements of Yasnopil, Mykhailivka, and Novohryhorivka, spillways in local ponds have been cleared.

In response to the flooding threat, a meeting was convened on February 26 under the leadership of Prime Minister Yuliia Svyrydenko. The meeting included:

  • Deputy Prime Minister for Restoration Oleksii Kuleba,
  • Minister of Internal Affairs Ihor Klymenko,
  • Minister of Social Policy Denys Ulutin,
  • Head of the State Emergency Service Andrii Danik.

During the discussions, it was noted that Ukraine's parliament, the Verkhovna Rada, has passed Law No. 13418. This legislation introduces a new approach to flood risk management, implementing the principles of the EU Floods Directive for risk assessment and management.

Following heavy February precipitation, water levels are also rising in the Tysa River. This has led to a flow of debris from the riverbanks moving downstream toward the border with Hungary. The overall flood situation in the region remains under control, with emergency services continuing to take measures to protect local residents.

The flooding in the Odesa region underscores the critical importance of effective flood risk management.

The high-level government meeting signals proactive steps by authorities to prevent catastrophic consequences for the population. The adopted legislative initiatives could improve the system for managing water resources and flood protection in the future. This is particularly relevant for Ukraine, which faces increasing climate-related challenges and extreme weather events.
