Reforms to Ukraine's Disability Pension System in 2026

Ukraine has implemented a revised framework for calculating disability pensions starting in 2026. The new system bases payment amounts on the disability group and the recipient's length of service. Special provisions have been established for liquidators and individuals affected by the Chornobyl (ChNPP) accident, and an automatic pension recalculation mechanism has been introduced.

Subsistence Minimum and Pension Calculation

The 2026 subsistence minimum for non-working individuals is set at 2,595 hryvnias. The minimum old-age pension for men with 35 years of service and women with 30 years equals this subsistence amount. Disability pensions are now calculated as a percentage of the old-age pension:

  • For Disability Group I: 100%
  • For Disability Group II: 90%
  • For Disability Group III: 50%

For Chornobyl liquidators and victims, minimum payment guarantees are in place:

  • Disability Group I: 6,000 hryvnias
  • Disability Group II: 4,800 hryvnias
  • Disability Group III: 3,700 hryvnias

Estimated pension amounts for Chornobyl-affected individuals are projected to be:

  • Group I: 20,300–21,000 hryvnias
  • Group II: 16,240–16,800 hryvnias
  • Group III: 12,180–12,600 hryvnias

These reforms aim to create a more equitable system for disability benefits, taking individual circumstances and needs into greater account. The changes reflect ongoing efforts to strengthen the social safety net for vulnerable groups within Ukraine. In a challenging economic climate, these updated rules and automated recalculations are intended to provide more adequate support and simplify the process for recipients.
