Ukraine to Maintain Pensions and Benefits in 2027 While Disability Payments Rise; No Wage Increase for Public Sector Workers

Social Benefits Outlook for Ukraine in 2027

In 2027, Ukraine will continue providing pensions, subsidies, and social assistance at the same levels as in 2026. Payments to individuals with disabilities are set to increase, but the state budget proposal does not include salary raises for public sector employees. The social welfare budget exceeds 540 billion UAH, marking a 15% growth compared to 2026.

Currently, nearly 10 million Ukrainians receive pensions. The number of people with disabilities has grown by 600,000, reaching approximately 3.2 million, including 320,000 children with disabilities. The 2027 draft budget allocates over 292 billion UAH for pensions, 38 billion UAH to support families with children, and 46 billion UAH for internally displaced persons.

Funding for Social Programs

The minimum wage will rise to 9,546 UAH starting in 2027. However, Irina Borzova explains that no increase in public sector salaries is planned in the draft budget due to financial constraints and substantial defense expenditures.

“Frankly, I do not see any proposed salary hikes for government workers in the current budget draft,” she stated.

More than one trillion UAH was allocated for public sector wages in the first eight months of 2026. External financial aid to Ukraine in 2026 fell short of expectations. Despite ongoing war-related pressures and massive spending on security and military salaries, Borzova emphasized that

“social policy remains a priority.”
She also assured that
“all programs by the Ministry of Social Policy will continue uninterrupted, with no suspension or freezing of payments.”

The 2027 budget earmarks over 540 billion UAH for social services, including 292 billion UAH for pensions, 38 billion UAH for family support, and 46 billion UAH for assistance to internally displaced people. Family aid programs cover:

  • childbirth benefits
  • baby care packages
  • support for single mothers and large families
  • childcare for children under one year
  • early childhood education centers (єЯсла)
  • school starter kits

Borzova stressed the importance of maintaining stability to ensure that all state-guaranteed salaries are paid on time. She expressed hope that Ukraine will meet its commitments at the start of 2027.

The government's decision to uphold social payments and increase support for vulnerable groups highlights its commitment to protecting those most in need amid challenging financial circumstances. However, the lack of wage growth for public employees could raise concerns among civil servants anticipating better compensation. Balancing social welfare obligations with significant defense spending remains a key challenge for Ukraine as the conflict continues.
