Pensions and Social Assistance: Over 113 Billion Allocated for Payments

The Ministry of Finance of Ukraine reported that in the first half of 2025, 191.5 billion hryvnias were allocated from the state budget for social payments. The largest portion of these funds — 113.5 billion hryvnias — was allocated for pension payments, accounting for almost 60% of all social payments.



For the social protection of citizens in difficult life circumstances, 32.8 billion hryvnias were allocated. These funds helped more than 750 thousand people, including internally displaced citizens. Additionally, 7.1 billion hryvnias were allocated for the support of low-income families, benefiting over 170 thousand families.


Furthermore, 24.9 billion hryvnias were directed towards providing benefits and housing subsidies. More than 2.7 million beneficiary households utilized these benefits. Social protection for children and families received 11.0 billion hryvnias to provide assistance to over 570 thousand recipients. Support for persons with disabilities was allocated 2.2 billion hryvnias.



In the first half of 2025, the Ministry of Finance of Ukraine ensured full funding for social payments. In total, significant funds were allocated for pension payments, social protection of citizens in difficult life circumstances, support for low-income families, provision of benefits and housing subsidies, social protection for children and families, as well as support for persons with disabilities.
